There are over 300 improvements on Tiger but the most notable, in my opinion, are:
- Support for 64 bit processors (i.e. Core 2s)
- Time machine (remembers the changes you’ve made on your computer)
- Stacks on the dock (makes better use of desktop space)
- Reflective dock bar (looks nice but is largely useless)
- Spaces (like virutal desktops in Linux)
- Boot Camp will no longer be Beta (run Windows or Linux natively)

These are all things you could live without though and Tiger is still by far the most advanced operating system out there so I wouldn’t agonise too much about wether you’ll end using Tiger or Leopard. Just make sure you steer well clear of Vista . . .
